Hey pik. By what factor did you tell me is the biggest you recommend making a texture when making it "HD"?

Thanks for asking, dawg!!
Well. First off, you have to make sure you get the "texture" of the object right. Hair is supposed to be shiny, clothes are soft and have stitches, etc. Metal is really reflective and has a unique color ramp.
But the most important thing is filling in the details your model doesn't have. Polygons are a mere silhouette in brawl, and you have to fill a lot of information with textures. A good example is Lucas's hair. Compare it with and without texture, it's a big difference.
oh: and textured-on shading is nice (not too much though)

I mean increasing the size of the textures and such.

Oh. in that case:
Brawl can take any size that's a multiple of 8. That means 16, 32, 63, 128, 256, 512, 1024, etc all work. You can never use any other sizes. For example, you can have a 64x512 texture, but not a 65x512 texture.
Boost them babies up to 1024x1024 for really high res stuff!

Probably not, her filesize is already quite large.

Though, 1024x1024 make a huge size different between that and 512x512 which sometimes is good enough. Depends on the character, or stage in a different case. Kit Ballard is an import, so I don't think her size limit will help out the cause. Probably not, her filesize is already quite large. Ninja'd :x

Wait, can I just resize someone's textures, and make sexy high res stuff, or would I have to UV edit the character beforehand?

Yes, As long as there is room in the filesize you can simply scale a texture by 200% and it will have the exact same UVs or w.e. Everything is located in the same place, its just bigger. That way you can add more detail, and textures will become less stretched.
